Council to consider resolution regarding rezoning; planning session to include governance structure

Before spending hours discussing issues at its strategic planning session on Friday, the Flower Mound Town Council will spend about 15 minutes talking about the hottest topic in town today.


At 5:15 p.m., the council will host a special meeting at town hall to consider adopting a resolution that addresses the Lewisville ISD rezoning proposals as they relate to Flower Mound High School feeder schools.

The issue has divided the community during the last couple of weeks as residents have been concerned about the proposed new boundaries, the attendance numbers used to justify the rezoning need and the parent committee that came up with the plans.

Some of the concerns about the plans include sending several students in the McKamy zone to Forestwood, which would mean they would no longer be able to walk to school.

LISD officials have said Forestwood is under-utilized, while McKamy and Shadow Ridge Middle School are at or near capacity.

While the council cannot make any decisions about the rezoning plans -- the Lewisville ISD Board of Trustees will vote on the plan in April -- council members plan to vote on a resolution Friday to address the matter.

According to a copy of the resolution, the council suggests several points, including that the district appoint a new committee with use of an outside facilitator; the district provide a liaison to assist in data collection; the committee expand its scope to research overall costs, traffic and pedestrian safety considerations; and LISD address the possible effects of residential property values from rezoning.

It also suggests the district address law enforcement concerns related to rezoning and consider if there are enough crossing guards for the zones where there are proposed crossings at major thoroughfares.

There will be a community meeting that will take place at 6:30 p.m. Tuesday at McKamy Middle School. The first one took place Wednesday at Forestwood. The board will also discuss the matter at its February and March meetings before voting on it in April.

Following that brief meeting, the council will re-convene at the Shirley Voirin Social Senior Center next door to begin its strategic planning session. The meeting will last from 5:30 p.m. to 9 p.m. and will continue Saturday from 8:15 a.m. to 5 p.m.

Topics on the planning session agenda include: the town's governance structure, the Library Master Plan and subsequent land purchase, police efforts related to preventing illegal drug use, site locations and viability of constructing a skate park and site location and viability of a community garden.

No action will be taken at the planning session, though direction may be given to town staff members to pursue future agenda items.
