City Council unable to reach polling location decision

The Frisco City Council was unable to set polling locations for this year's municipal elections at its regular meeting Tuesday, forcing the issue to its next meeting.


City Secretary Jenny Page gave a recommendation on behalf of city staff that would have placed all polling locations at public locations. Frisco Lakes and Heritage Lakes, which were both polling locations last year, would not have been used in the plan.

Under the staff's recommended plan, early voting would have taken place at Fire Station Nos. 4, 5 and 7 as well as Collin College Preston Ridge.

On Election Day, Precinct 1 would have voted at Pioneer Heritage Middle School, Precinct 2 would have voted at Staley Middle School, Precinct 3 would have voted at Wester Middle School and Precinct 4 would have voted at Hicks Middle School.

The majority of the council appeared to support the staff's recommendation of the aforementioned polling locations, but there were reservations expressed when discussing the plan.

Council Member Scott Johnson said he was dissatisfied at the changes made from last year's polling locations, noting it created inconsistency -- something he said needs to be eliminated.

"These locations are unacceptable to me," he said. "We have the same discussion over and over under a time-frame gun and we say, 'Well let's just get through it.' We have to find a different system ... so we have adequate time to go through this."

Johnson added that he didn't believe Frisco Lakes and Heritage Lakes should be removed as polling locations, something Council Member Tim Nelson agreed with.

"I will miss having elections at Frisco Lakes and Heritage Lakes [if we choose these locations]," Nelson said. "People vote where they live, and the closer it is to where they live, the better."

Council Members John Keating and Will Sowell said the elimination of polling locations at private locations was best, however.

In addition to being unable to decide polling locations at Tuesday's election, the City Council was also unable to decide what county or counties would administer the election. Page will instead provide a recommendation of either Denton County alone running the election or Denton County and Collin County running the election.

Both choices have advantages and disadvantages, Page said.

By choosing Denton County, she said, there would be a lower cost for the city. But if any of the four incumbent Collin College board members up for re-election end up having an opponent in this year's election, there would need to be two lines during polling for Frisco's Collin County voters.

In that situation, Denton County would run the city and school board elections, while Collin County would run the Collin College board elections. Both counties would have to agree on polling locations in Collin County.

If both counties are contracted to run Frisco's election, the election cost would be higher but each county would run its own polling locations in Frisco. Page said Frisco ISD preferred this option, although voters who reside within Prosper ISD's boundaries would probably have to go to separate locations to vote for City Council and school board elections.

Frisco's municipal elections will take place 7 a.m. to 7 p.m. May 11. Early voting days and times have yet to be determined. For more information about Frisco's upcoming municipal elections, visit www.friscotexas.gov/elections.
