Former head of Dallas Crime Stoppers sentenced to 46 months in prison

The former head of the Dallas Crime Stoppers was sentenced to 46 months in federal prison and ordered to pay $274,304 in restitution Monday for a scheme in which she submitted false tips to the organization to collect cash rewards.
Theodora Ross, 52, of Rowlett pleaded guilty in August to one count of conspiracy to commit wire fraud and one count of willfully attempting to evade assessment of income taxes, according to a government release. Ross is a former senior corporal in the Dallas Police Department.
Ross worked for the Dallas Crime Stoppers for seven years and was head of the organization for more than four years, according to the indictment. During a five-year period beginning in February 2005, she and co-defendant Malva Delley, 38, conspired to defraud the Dallas Crime Stoppers of more than $250,000.
No false arrest were made based on their actions, according to a release from the U.S. Department of Justice.
Ross was also convicted for failing to report the cash she collected from the scheme to the IRS. She admitted to filing false income tax forms that failed to include nearly $175,000 in income. She also failed to pay $38,000 in taxes.
Delley pleaded guilty to one count of conspiracy to make a false statement to a financial institution in May 2011. She faces a maximum sentence of five years in prison and a $250,000 fine. A sentencing date for her case has not yet been set.
