Kicked to the curb: New guidelines in place for bulk trash collection

The Celina City Council unanimously voted Monday to put in place new guidelines for the collection of bulk trash, adding a provision that states those items can only be placed on the curb seven days in advance of pickup.
Previously, there was no regulation in place for how long bulk trash anything too large to fit in a garbage can, such as a fridge or coach could remain on the curb, and that led to a number of complaints about residents who left trash sitting out for weeks at a time.
A memorandum from the city in support of the ordinance states that some residents were leaving their bulk trash at the curb for an entire month, posing a safety risk to young children and impacting the city's aesthetics.
It's been a big complaint in our community, said Helen-Eve Liebman, Director of Planning and Development Services for the city of Celina.
The ordinance change allows for violators to be charged with a Class C misdemeanor and a fine up to $500 for each offense, a punishment similar to what is already in place for residents who put out their trashcans too soon before collection or who leave them out for too long afterward. Each day that bulk trash is left sitting outside of the established seven-day window is considered a separate offense.
Residents in need of bulk trash collection must call or email in advance to schedule a pickup, which occur the last Saturday of each month. Construction materials are not considered bulk trash and cannot be collected. For more information on the process, visit http://www.celina-tx.gov.
