What Gives: City of Allen throws Armstrong a bone

Nothing like kicking a dog while he's down. Lance Armstrong may have used his ill-begotten glory to benefit the cause of raising money for cancer research, but he's still a dog. He had to cheat - or felt he had to - in order to raise all that money. And as far as I can tell, we still don't have a cure for cancer. We're not even any closer to eradicating it.
